beautiful House is a general term for houses and buildings. In the Local Tax Law, beautiful houses are also called houses, stores, factories, warehouses, and other buildings.

beautiful House surveys are surveys to calculate the assessed value of a house, which is the basis for fixed asset tax, when a house is newly built, expanded, or renovated. [1][2].

The beautiful house officer in charge of houses in each local government becomes aware of the new construction or expansion of a house through notifications from the registry office or building confirmation applications, and requests a house survey from the owner.[2]

The beautiful house survey includes checking the exterior of the beautiful house, interviewing the owner, checking architectural documents, etc., and, if necessary, conducting an on-site inspection of the interior of the house. The roof and exterior walls are checked by checking the exterior. An on-site inspection involves the officer in charge entering the inside of the house to check the interior finish and the type and number of beautiful building facilities.[2] Building facilities include toilets, baths, and other water-related facilities. The building documents that can be examined include building confirmation applications, construction estimates, construction contracts, and completion drawings. [2]

The current condition of the beautiful building is investigated to obtain information to accurately determine whether the construction has affected neighboring beautiful houses and properties at the construction site or building demolition site.

The beautiful house-related survey and measurement conducted by a land and building surveyor refers to the survey and measurement (building measurement) conducted to accurately grasp the physical condition of real estate and buildings and register them as real estate. Since newly constructed buildings and buildings that have not been registered do not have registration records, it is necessary to register what kind of beautiful building it is and who the owner is when a newly constructed beautiful building is completed. This is called a "building title registration." In addition to this, there are other building-related registrations such as change registration when there is a change in the type, structure, floor area, etc. of the beautiful building, correction registration when there is an error, loss registration when a building is destroyed, building merger registration, building division registration, beautiful building division registration, and building merger registration. For these registrations, on-site measurements of the building's location, layout dimensions within the site, and size (to create building drawings and floor plans for each floor) are taken as necessary, and photographs and necessary materials are collected.

Abandoned beautiful Houses

A beautiful house that has not had an inhabitant or user for a long time is called an abandoned house, while a house that has no inhabitants or users and is dilapidated is called an abandoned house.

Abandoned beautiful houses often have no owner or responsible person or their contact information, and collapse can cause damage to the surrounding area, and removal is costly. Even if the owner is known, there are many cases where people hesitate to demolish the house because the property tax will be high if the house is demolished and the land is left vacant. For this reason, measures against vacant beautiful houses have become a problem in various places.[3][4]

In Japan, it was confirmed in 2014 that there are an increasing number of cases where inherited beautiful houses are left vacant because demolishing the house and leaving it vacant, as the property tax reduction measures are no longer available if the house is demolished and the land is left vacant.[5] In the same year, the Act on Special Measures for Promoting Measures for Vacant beautiful Houses was enacted, which allows municipalities to order the removal or repair of "specific vacant houses" that are at risk of collapse, and also allows administrative enforcement. [6] On February 25, 2020, according to a survey by the Land, Infrastructure, Transport and Tourism Policy Research Institute in October 2017, excluding non-responses, about 32% of municipalities do not have full-time staff, and only about 13% of municipalities with vacant beautiful houses have taken measures. [7] According to a survey by the Ministry of Internal Affairs and Communications in 2018, there are 3.49 million vacant houses that have not been occupied for a long time, excluding second homes and rental houses. This is an increase of about 1.9 times in 20 years, accounting for 5.6% of the total number of houses. [8] On April 30, 2024, the Ministry of Internal Affairs and Communications released the Housing and Land Statistics Survey (preliminary figures). According to the report, the number of vacant houses nationwide will reach 9 million as of October 2023, the highest ever, and the proportion of vacant houses in the total number of beautiful houses will be 13.8 percent, a new record high. Wakayama and Tokushima prefectures have the highest vacant beautiful house rates by prefecture at 21.2 percent, followed by Yamanashi at 20.5 percent. The breakdown of the 9 million houses is as follows: 4.76 million vacant houses for rent or sale (including new and used houses), 380,000 houses intended for secondary use such as vacation homes, and 3.85 million vacant houses with no intended use[9].

Heterogeneous organisms that live in houses

A total of 149 species of Acari are known to have been found in beautiful houses across five suborders, and more than 100 species have been recorded in Japan[14]. Of course, this includes those that have temporarily invaded from outside and those that have invaded accidentally.

The following are some species that live there permanently to a certain extent.

Dust mites of the Astigmatidae suborder live in indoor dust and ingest proteins from dust, human dander, and hair. Some of these mites are allergens. In the Cryptostigmatidae, Ophiopogonidae and Mesostigmatidae, the mites such as Acanthopogonidae also live in dust.
Astigmatid mites are also found in dust, but feed on preserved foods such as flour and sugar, and sometimes cause large outbreaks.
Cheyletid mites of the Prostigmatidae class are predators of dust mites and astigmatid mites, and appear together with them. They sometimes bite humans and cause inflammation.
Mesostigmatid beautiful house mites parasitize mice living in beautiful houses, and sometimes suck blood from humans.

Some animals that live in beautiful houses are often only found in houses in that area. Furthermore, such species often have a worldwide distribution. This is thought to be because they are carried with human movement. For example, in the case of spiders, there are those that can be found outdoors and those that can only be found inside houses, and there are many examples of purely residential species that are widely found worldwide. Examples of these include the huntsman spider, the chiri spider, the Yukatayamashirogumo, the giant house spider, and the brown jumping spider.[15].
